I saw on a Public Service Announcement done by Morgan Freeman that colon cancer kills alot of African Americans each year, but a bump on your arm doesn't really sound like colon cancer. It may be skin cancer. Get it checked out, ASAP.

It could be a kind of skin cancer called acral melanoma. Acral melanoma is the most common type of melanoma found in African Americans, but it only occurs in a small percentage of Caucasians.
neurofibromatosis? It's not actually cancer, but you get little bumps all over your body, and you can treat it with cancer-fighting drugs, like thalidomide.

Multiple Myeloma is one type of cancer more prevelant in African Americans. It is a bone marrow/bone cancer which can cause severe pain.
