That depends on a lot of factors. Age in particular is a major one (the penis of a 13 year old will most likely not be as big as that of a 17 or 18 year old). Remember, everyone's growing like crazy during those years, so everyone's developing differently. This makes studies on teen penis size difficult to conduct. However, remember that the adult erect average is ~6" and flaccid is ~3". Teens (below 18) should generally be significantly smaller than that.
