Are there any other abnormal signs?

This child could have some physical or personality disorders. Can s/he heard clearly? Does s/he speak clearly? Does the child like to be held or resistive to being held? There could be some form of Autism involved. See a doctor and ignore these other respondents who don't seem to take your situation seriously.

You are obviously not treating the child correctly. It probably goes beyond toilet training. Do you show him love or are you treating him in anger all the time ? It could also be a physical problem for the child. Go to a doctor and don't blame the kid. Good Luck! :)
maybe discipline him/her? anyone else can say what they want, but a good spanking never hurt anyone... as long as the parents know their limits.
The 3y/o needs more consistent firm and loving discipline. Don't give in to the tempation to give in. It may be a spanking is needed, but do it only after other methods of correction have failed and make it firm enough to keep and sustain attention.
You need some parenting classes.That behavior did not start all at once and will take a while to fix, It will take your full attention. Good luck.
