Should Chest X-Rays be Taken?

Someone goes to the Doctor with a Cough, Chest Congestion, and Tightness in the Chest. The Doctor just takes Blood Pressure, Temp., and listens to his Chest. The Doctor says they have Bronchitis with a little Fluid in the Lungs. He Prescribes them Antibiotics, an Inhaler, and Steroids. Should the Doctor also have X-rays taken?

It would be wise to do so, even if it's to rule out pneumonia.
